Libya: Security forces in the headquarters of the government of Dbeibeh arrest and mistreat doctors; Why?


Doctors Without Borders said: Internal Security Forces (ISF) under the outgoing prime minister of Libya’s Government of National Unity (GNU), headed by Abdul Hamid Dbeibeh, arrested doctors on Sunday who carried out a peaceful protest to demand their rights.

Internal Security Forces mistreated the doctors, the organization said, noting that the abuse was caused by their demand to implement a higher education project to train medical staff. The organization confirmed that it will submit an official complaint to the Attorney General for this incident.

During the protest, doctors raised banners demanding that the government enforce an earlier decision against them; Among the most prominent ones are: “We demand the Head of Government to support and delegate rare medical specializations,” and “the government should support rare medical specializations.”

A spokesperson for the doctors asked the head of government to allocate funds for the rare specialties project in installments, and to train and improve the efficiency of medical staff to fill the shortage in many specialties. This will be positively beneficial for the health sector.

A few days ago, the organization called on the target group of rare medical specializations to be present before the Cabinet (Al-Sika-Al-Jourdeina road) in order to hand over their files, and to participate in the protest demonstration demanding financial allocations for the project of medical specializations in Libya.

This is not the first time that members of the Prime Minister’s Headquarters Guards have attacked two peaceful sit-ins. Last May, they attacked a group of civil status demonstrators in the same place.

The Government of National Unity, headed by Abdul Hamid Dbeibeh, continues to exercise its functions, despite the end of its term of office and the withdrawal of confidence from the Parliament. It refuses to hand over power to the Government of National Stability, headed by Fathi Bashagha, which the Parliament has charged with acting as a replacement.

Last week, the Cyrenaica Region’s political forum called for disengagement from the interim government of national unity, headed by Abdul Hamid Dbeibeh, in the capital Tripoli, in order to save the country and preserve its unity.

Dbeibeh had rejected the recent agreement between the heads of parliament, Aguila Saleh, and Supreme Council of State Khaled al-Mashri, which calls for unifying the executive authority and distributing sovereign positions in the country before next year.

The issue of sovereign positions is one of the most controversial issues among leaders in Libya; Because of the divergence of views on the methods, mechanisms and criteria for the selection and distribution of these positions and the names of candidates for these sovereign posts.
