Biden Will Be the First to Know: Zelensky’s ‘Victory Plan’ as a Key Agenda in the U.S.

The “Victory Plan” is the main file in the bag of Ukrainian President Volodymyr Zelensky, who has arrived in the United States.

Zelensky is scheduled to participate in the United Nations General Assembly meetings in New York, where he will also meet several of Ukraine’s allies before embarking on an important official visit to the U.S., during which he will meet President Joe Biden and the presidential candidates, Democrat Kamala Harris and Republican Donald Trump.

In a symbolic gesture, Zelensky began his U.S. visit in Pennsylvania, where he inspected a weapons factory that produces 155 mm shells, which Ukraine consumes in large quantities in the war with Russia.

The Ukrainian president said on his account on the X platform: “I began my visit to the United States by expressing my gratitude to all the workers at the factory.”

He added: “In these places, we can truly see that the democratic world can triumph.”

In a video released as he arrived in America, Zelensky stated: “This fall, it will be decided what will happen in this war. Ukraine will present its ‘Victory Plan,’ and the President of the United States will be the first to see it in full.”

Zelensky had previously said that Kyiv had prepared a plan called the “Victory Plan,” which aims to end the war that has lasted for more than two and a half years with Russia.

He stressed that “this fall will be decisive for the war, which can only end with a just peace through international efforts.”

According to AFP, Zelensky will present this plan to Kamala Harris, Donald Trump, and the U.S. Congress.

He also noted that he plans to brief “all the leaders of partner countries” on this plan.

It is expected that Zelensky will try to convince Biden to allow Kyiv to strike targets in Russia with long-range Western weapons, a move that could change the course of the war.

Two days ago, the Ukrainian president stated: “So far, we have not received permission from either the U.S. or the U.K. to use these weapons on Russian soil, against any target, and at any distance.”

Russia announced yesterday that it would not participate in the summit on Ukraine that Kyiv plans to hold in November, similar to the one held in Switzerland in June. Moscow demands, as a condition for engaging in peace talks, that Ukraine renounce its sovereignty over certain regions.
