Ending the Lebanon War: A “Green Light” Awaits a “Settlement” from Both Sides of the Conflict


“Lebanon and Hezbollah have agreed to a U.S. proposal for a ceasefire, with some comments on its provisions,” confirmed a senior Lebanese official on Tuesday.

The Lebanese official, familiar with the talks, described the efforts as “the most serious so far to end the fighting,” according to a Reuters report.

He confirmed that he was working on drafting “final remarks” before sending the response to the U.S. side. However, a diplomat familiar with the talks warned that details still need to be settled, and these details could hinder reaching a final agreement.

U.S. Envoy on the Way

As part of these efforts toward a settlement, a Lebanese source stated that “U.S. envoy Amos Hochstein will visit the capital, Beirut, tomorrow, Tuesday, to continue ceasefire talks between Hezbollah and Israel.”

An American source confirmed to Reuters that “U.S. envoy Amos Hochstein is expected to arrive soon in the Lebanese capital.”

Since Israel intensified its airstrikes on Hezbollah strongholds in southern and eastern Lebanon, as well as in the southern suburbs of Beirut on September 23, international efforts to reach a ceasefire agreement have failed. France and the U.S. are leading the ceasefire efforts.

U.S. State Department spokesperson Matthew Miller stated, “The U.S. has made proposals to both the Lebanese and Israeli governments. Both sides have responded to the proposals we submitted.”

He clarified in a press statement: “An exchange of ideas has taken place regarding the full implementation of UN Security Council Resolution 1701, which we believe is in everyone’s interest,” adding that Washington “is committed to this process.”

Meanwhile, Israeli Prime Minister Benjamin Netanyahu said on Monday that “Israel will continue its military operations against Hezbollah even if a ceasefire agreement is reached in Lebanon.”

Details of the U.S. Proposal

The official did not provide details on the U.S. proposal but explained that “if a ceasefire is agreed, the U.S. and France will announce it in a statement.”

He added, “There will be a 60-day ceasefire, and Lebanon will begin deploying its army along the border.”

Another government source stated that “the proposed wording comes from the last meeting between Berri and Hochstein, during which an agreement was reached on a roadmap for a ceasefire and the implementation of Resolution 1701.”

UN Resolution 1701 calls for Israel’s complete withdrawal from Lebanon, the reinforcement of the deployment of the UN Interim Force in Lebanon (UNIFIL), and the restriction of military presence in the border area to the Lebanese army and international forces.

The same government source noted that Lebanon will oppose any agreement that grants Israel the freedom to carry out operations against Hezbollah in Lebanon, as some media outlets have reported as an Israeli demand.

Since the start of the exchange of fire between Hezbollah and Israel on October 8, 2023, at least 3,516 people have been killed in Lebanon, according to the Lebanese Ministry of Health.

Attack Deep in Tel Aviv

At least five people were injured in the suburbs of Tel Aviv, including a woman in critical condition, following a rocket attack from Lebanon, according to Israeli rescue services and the military.

Earlier, sirens sounded in Tel Aviv and several cities in central Israel, warning of an aerial attack, according to the military.

The Israeli military stated in a release that it had “intercepted a projectile (…) launched from Lebanon.”

It added, through its spokesperson for Arabic media, Avichay Adraee, that “after an inspection conducted by security forces at the site of the fall in Ramat Gan, it appears that parts of the missile fell due to the interception.”

He continued: “According to the preliminary investigation of air defense systems, it was determined that the intercepted missile was a surface-to-surface missile launched from Lebanon at a high altitude, and it was destroyed in several pieces.”

He clarified that “as a result of the interception, part of the missile fell and hit the ground, causing injuries and damage.”
