Gaza Crisis: Agreement on an Independent Committee and Security Training in Cairo


A Palestinian official said that an agreement had been reached to form a committee of independent figures to manage Gaza for six months, while local media reported that some security personnel are expected to leave for Egypt for training.

The official, who preferred to remain anonymous, stated: “A committee made up of independent figures, headed by the Palestinian Deputy Prime Minister, will oversee a six-month transitional period as part of Gaza’s early recovery plan. This will pave the way for the return of the legitimate government to the Strip.”

He added: “There is an understanding on this matter with regional countries as well as Western nations.”

The Palestinian official acknowledged that Israel still rejects any Palestinian Authority role in the post-war phase in Gaza.

He did not clarify when the official announcement of the committee’s formation would be made.

So far, the Israeli government continues to refuse to halt the war, making the implementation of early recovery projects and the mobilization of international support for reconstruction impossible.

The official noted that the “day after” the war and the end of Hamas’s rule in Gaza would be on the agenda of the Palestinian Central Council meeting scheduled to take place in Ramallah on Wednesday and Thursday.

The Council—an intermediary body between the Palestinian National Council and the Executive Committee of the Palestine Liberation Organization (PLO)—includes 180 members from both inside and outside the Palestinian territories.

Training Security Personnel

Meanwhile, local Palestinian sources reported that the Palestinian Authority has selected 300 security officers to receive training in Egypt.

The Egyptian plan, presented at the emergency Arab summit held in Cairo in early March, stated verbatim: “In order to enable the Palestinian Authority to return to Gaza and carry out governance duties, Egypt and Jordan are working to train Palestinian police officers in preparation for their deployment in Gaza. This should be supported through political and financial mobilization, along with efforts from international and regional partners, and possibly other states stepping in to assist with training.”

Thousands of Palestinian security officers were previously responsible for maintaining order in Gaza before Hamas took control in mid-2007.

Many of these officers fled to the West Bank or Egypt out of fear of reprisals by Hamas.

It remains unclear whether those officers are among those selected for the current training.

The local outlet “Ultra Palestine” quoted a Palestinian security source saying: “300 security personnel from the Palestinian Authority will depart for Egypt this week, based on an understanding between the Egyptian leadership and the Palestinian Authority, as part of the Egyptian plan presented at the Arab summit.”

The source added that “the group includes 100 police officers, 100 from the National Security Forces, 50 from Preventive Security, and 50 from Intelligence,” noting that the Egyptian side required all 300 personnel to be graduates of Egyptian police academies.

He continued: “Strict Palestinian security instructions were issued regarding the importance of this mission. Lists of the selected candidates were distributed, and they were informed that withdrawing or refusing the mission for any reason is strictly prohibited and subject to accountability.”

According to the same source, “the personnel will undergo two months of training in Egypt.”

No official confirmation of the security source’s claims has been obtained from the Palestinian Authority.

Previously, members of the Palestinian security services assumed responsibility for the Palestinian side of the Rafah border crossing during its recent opening to allow the passage of the wounded, in accordance with the 2005 agreement that stipulated the presence of European observers.

The Israeli side allowed the presence of these officers but under the condition that they not wear the Palestinian Authority’s uniform or publicly declare any direct affiliation with the Authority.
