Israel Warns Rafah Residents… A Worsening Tragedy and a Potentially Expanding Maneuver


The Israeli army issued a warning on Monday to Palestinian residents in Rafah to evacuate their homes amid the ongoing deadlock in ceasefire negotiations.

Israel is signaling the possibility of a large-scale ground operation in the Gaza Strip, which, according to Israeli reports, “will be difficult to halt” if an agreement is not reached.

The Israeli Broadcasting Authority stated: “According to sources familiar with the negotiations, the main points of contention between Hamas and Israel have been identified. The first is that both sides disagree on when discussions about the second phase and the end of the war should begin. The second issue is that Israel refuses to release a large number of Palestinian prisoners, as Hamas demands as part of the deal.”

The report added: “Furthermore, Hamas insists on the complete withdrawal of the Israeli army from the Gaza Strip as part of the agreement, which Israel rejects. Hamas also demands that Israel commit to not resuming hostilities in the sector and seeks international guarantees for this.”

Efforts are ongoing to reach an agreement that was initially hoped to be concluded before the Eid al-Fitr holiday.

Tragedy and Warning

On the humanitarian front, the suffering of Palestinians in Gaza continues to worsen as Israeli bombings persist and evacuation warnings are issued to residents.

On the second day of Eid, Monday, Israeli army spokesman for Arabic media, Avichay Adraee, warned residents in parts of Rafah—including the municipalities of Al-Nasr and Al-Shouka, the eastern and western regional areas, and the neighborhoods of Al-Salam, Al-Manara, and Qizan Al-Najjar—to evacuate their homes.

He added: “For your safety, you must immediately move to shelter centers in the Al-Mawasi area.”

The warning coincides with the Israeli army’s announcement of an expansion of its military operations in Rafah.

Meanwhile, the Israeli news site Walla reported: “Behind the scenes, efforts are ongoing through multiple channels to bring Hamas back to the negotiating table for the release of hostages.”

The site added: “According to political sources, there is a plan proposed by U.S. envoy Steve Whitkoff, and Hamas must say ‘yes’ and show flexibility. However, there are disagreements over this framework, which is why no progress has been made.”

It continued: “As a result, the political leadership has instructed a gradual intensification of pressure tools to maximize the chances of releasing the hostages before launching a ground maneuver.”

How Are the Israeli Army and Shin Bet Monitoring the Situation in Gaza?

Regarding this, the report noted: “Chief of Staff Eyal Zamir divides his time between two efforts concerning Gaza: applying precise pressure tools on Hamas to push its leadership back into negotiations through smart military operations and preparing the General Staff and the Southern Command for the large and powerful maneuver planned if negotiations collapse.”

The site continued: “Shin Bet operatives work around the clock to locate members of armed organizations for targeted assassinations. Anyone who does not surround themselves with hostages and exposes their position is eliminated.”

Additionally, the site cited security sources estimating that protests against Hamas in Gaza could erupt at any moment, particularly given the severe shortages and sharp price increases.

According to Israeli estimates, Hamas does not want the situation to reach this point, as it could spiral out of control. Therefore, there is a possibility that Hamas may resort to negotiations to secure the release of hostages in exchange for opening border crossings to allow goods to enter.
