Speaking at a press conference after presenting his candidacy papers, Salah said: “I came today to the headquarters of the High National Elections Commission in Benghazi to present the documents required to run for the office of President of the Libyan Republic”.
The planned elections are still shrouded in uncertainty amid disputes over constitutional rules.
Salah confirmed his respect for the Constitutional Declaration, which “is the constitutional document governing the country in this transitional period, and it is the legal basis for the presence of the governing bodies in the state. When it comes to its rulings, all the authorities are guaranteed the independence and immunity of the judiciary.

He stressed that he is working “to get past the past, turn the page of conflict, look to the future and launch national reconciliation as the main pillar for building the country and its stability, a legitimate duty and a basis for building the state and establishing a society of tolerance in which everyone is entitled to participate, express opinion and dissent through peaceful means, and provide opportunities for all without marginalization or exclusion“.
He continued: “Universal suffrage is the only source of legitimacy for any authority.. Elections are the only way to prevent foreign intervention, not divide the country, unify institutions, and achieve national reconciliation“.
