Silent Infiltration Through 50 Centers… This Is How the Muslim Brotherhood Operates in Germany


Under the guise of moderation and community dialogue, the Muslim Brotherhood continues to build its sprawling network in Germany, relying on a strategy of “strategic deception” and gradual infiltration, with the aim of imposing its ideology on German society and ultimately undermining the foundations of the democratic system.

Brotherhood activities in Germany are concentrated within the German Muslim Community Organization, which is considered the group’s primary arm in the country. It acts as both a religious and political front while avoiding overtly stating its affiliation. However, reports by the Federal Office for the Protection of the Constitution (domestic intelligence) identify it as the key coordination hub for the Brotherhood’s operations and its various branches.

The organization presents itself as a proponent of “moderate Islam,” yet in reality, it is rooted in the core ideology of the Brotherhood and leverages its connections with international Brotherhood leaders to expand its influence within Germany’s political and civil circles.

The Brotherhood’s network spreads through more than 50 Islamic centers that work directly with this community organization, including mosques, religious venues, and educational institutions such as: the Islamic Center in Munich, the Islamic Center in Aachen, the Taiba Mosque in Berlin, and the Abu Bakr Center in Cologne.

These centers serve as logistical and ideological bases for the group’s activities, continuously delivering programs and sermons aligned with Brotherhood ideology, primarily targeting youth, students, and refugees.

German intelligence reports show that the Brotherhood focuses on three main pillars: ideological and organizational recruitment through religious and educational centers; educational and religious activities that subtly promote its ideology using a moderate tone; and gradual political participation via elections and public engagement at both municipal and federal levels.

Authorities warn that these activities are aimed at gradually legitimizing the Brotherhood’s rhetoric, making it socially acceptable and thereby expanding its influence to achieve long-term goals.

Last year, close ties were revealed between the Brotherhood and the Islamic Universities League in Bremen, which represents a new front for Brotherhood activities in northern Germany. It was found that this league is actively working to shape the thinking and political engagement of young Muslims, particularly university students, through a structured ideological and political framework.

Reports from the Office for the Protection of the Constitution state that the Brotherhood pursues a strategy of concealment, seeking to portray a moderate and apolitical image while secretly pursuing an agenda aimed at dismantling Germany’s liberal democracy and replacing it with a totalitarian model based on the Brotherhood’s Islamic vision.
