The Muslim Brotherhood in Europe and Youth: A Long Arm with 31 Branches and a Recruitment Strategy


Youth occupies a central position in the Muslim Brotherhood’s strategy in Europe, aiming to influence this age group for recruitment purposes, with “FEMYSO” emerging as a key player.

According to the latest report by the Office for the Protection of the Constitution (domestic intelligence) of Baden-Württemberg, Germany, a network of mosques, institutions, and associations affiliated with the Muslim Brotherhood is spread across Europe. The Federation of Islamic Organizations in Europe (FIOE) is the umbrella international body, presenting itself as the central contact point for Sunni Muslims on the continent.

Meanwhile, the Forum of European Muslim Youth and Student Organizations (FEMYSO) plays a similar role in youth work, according to the report.

Also based in Brussels, FEMYSO acts as a federating organization for youth and student groups linked to the Brotherhood in every European country. Typically, children of senior leaders within the European Muslim Brotherhood network hold leadership positions within FEMYSO.

Reports from Germany’s Office for the Protection of the Constitution state that the Muslim Brotherhood focuses primarily on young people and teenagers to recruit new followers, due to the ease of influencing this demographic.

At this point lies FEMYSO’s role as the Brotherhood’s arm for controlling and influencing youth in Germany and across Europe as a whole.

Previous actions

The Union of European Muslim Youth and Student Organizations was the subject of a parliamentary question in the European Parliament in 2021 due to its links with the Brotherhood and its infiltration of EU institutions.

On that day, Member of European Parliament Nicolas Viss submitted a written question to the European Commission titled “Funding, implementation, and supervision of the WE CAN4HR campaign,” targeting Brotherhood-linked organizations.

The preamble to this question noted that in February 2020, the European Council launched a campaign called “WE CAN4HR” aimed at combating hate speech on the internet and social media platforms.

This campaign received funding from the European Union, specifically through the Rights, Equality and Citizenship program.

The preamble further stated: “On 27 and 28 September 2021, a workshop linked to this campaign was organized in cooperation with FEMYSO, an organization affiliated with the Muslim Brotherhood”.

That same year, French Secretary of State for European Affairs Clément Beaune launched a sharp attack on FEMYSO, describing it as a “puppet” in the hands of the terrorist Muslim Brotherhood organization.

This attack came in a tweet following a meeting between European Commissioner for Equality Helena Dalli and a delegation from Muslim youth associations, including FEMYSO.

Warnings

An earlier report by the American magazine Politico quoted Lorenzo Vidino, director of the Extremism Program at George Washington University, who had been monitoring Muslim Brotherhood activities in Europe, issuing a strong warning about the organization.

Vidino confirmed that FEMYSO is an “offspring” of the Federation of Islamic Organizations in Europe, itself linked to the Muslim Brotherhood.

Foundation and influence

Founded in 1996, the Federation of Muslim Youth and Student Organizations (FEMYSO) was created to unite all youth and student organizations close to the Muslim Brotherhood under a single umbrella, according to the Documentation Centre on Political Islam in Austria.

Currently, FEMYSO includes 31 organizations from 20 European countries. Its founder and first president is Ibrahim Al-Zayat, a leading figure in the European Muslim Brotherhood network.

According to its own information, the Muslim Youth of Austria (MJÖ) was a member of FEMYSO between 2003 and 2005. However, some indications suggest the membership lasted much longer.
