Turkey coordinates with Qatar to transfer mercenaries from Libya and Azerbaijan to Afghanistan
Since late 2019, Turkey has sent thousands of Syrian fighters to fight as mercenaries for the outgoing Entente government in Libya, and Azerbaijan against Armenia over the Nagorno-Karabakh conflict. They moved out in exchange for promises of dollar salaries or compensation for their families, especially from pro-Ankara factions accused of committing gross human rights violations in northern Syria.

Turkey sent the mercenaries to Libya under an agreement it signed with the government of Fayez al-Sarraj in November 2019, on expanded security and military cooperation. It has continued to send groups, despite all international condemnation of this heinous interference in the affairs of States.
However, Turkey appears to be changing its foreign policy as part of attempts to repair its relationship with Arab states, to break out of the isolation that it had entered due to President Recep Tayyip Erdogan’s provocative decisions, which contributed to the deterioration of the economic, political and social conditions in the country and the collapse of the lira to historical levels.
The Libya Review website quoted private sources as saying that Turkey now intends, in coordination with Qatar, to transfer Syrian fighters loyal to Azerbaijan and Libya to Afghanistan. This move is backed by a change in Turkey’s foreign policy in the Middle East.
The sources confirmed that these moves indicate that Turkey is starting to retreat from the provocative roles it was playing in a number of regional countries, especially Libya. The move comes after mounting international demands to expel foreign fighters from the North African country.
On 8 October, the Libyan Joint Military Commission 5+5 signed a comprehensive action plan, which it described as the cornerstone of a gradual, balanced, and sequenced process for the withdrawal of mercenaries, foreign fighters, and foreign forces from Libyan territory.
Following the announcement of the action plan, UN Secretary-General António Guterres called on all Libyan and international parties to work towards the implementation of the plan to withdraw mercenaries and foreign fighters from Libya.
France, Germany, Britain, the United States and Italy have supported the Libyan Joint Military Commission in implementing its comprehensive action plan for the withdrawal of mercenaries, foreign fighters, and foreign forces from Libyan territory.
The international and regional calls for removing mercenaries from Libya have put Turkey in a dilemma. This prompted her to go directly to coordinate efforts with her ally Qatar to get the mercenaries out of Libya.
Turkey and Qatar are working very hard to manage and operate Kabul airport to enable them to transfer Syrians from Libya and Azerbaijan to Afghanistan.
