Sudan: Worsening Humanitarian Crisis and the UAE’s Relief Efforts
Since the outbreak of fighting between the Sudanese army led by General Abdel Fattah al-Burhan and the Rapid Support Forces led by his former deputy, Mohamed Hamdan Daglo, in April 2023, the UAE has continued its efforts to de-escalate and end the crisis through dialogue and peaceful means.

Political and Humanitarian Momentum: UAE Intensifies Efforts to End the Sudan Crisis
This humanitarian initiative was reinforced by successive initiatives, the latest being the organization by the UAE, in collaboration with Ethiopia, the African Union, and the Intergovernmental Authority on Development (IGAD), of the “High-Level Humanitarian Conference for the People of Sudan” on February 14, during which they announced an additional $200 million in humanitarian assistance. This brought the UAE’s total aid since the crisis began to $600.4 million, and its total assistance to Sudan over the past 10 years exceeds $3.5 billion.
Pioneering humanitarian efforts backed by continuous diplomatic action began immediately after the crisis erupted and have continued throughout this period, culminating in several diplomatic initiatives to promote a political solution to resolve the crisis. One of the most important initiatives was the creation of the ALPS platform (Alliance to Enhance Life and Peace in Sudan), whose meetings began last August in Switzerland, with active participation from the UAE.

Lies and obstacles
These notable efforts were deliberately disrupted by one of the parties in the conflict, which unsuccessfully tried to confuse the international community with malicious lies and baseless slanders, claiming that the UAE was supporting one side of the conflict in Sudan with weapons and ammunition.
The UAE quickly refuted these lies and dismissed the claims about its bias in the Sudanese conflict, emphasizing that peace and a political solution were their priorities.
The UAE firmly assured the international community – through communication with the United Nations Security Council and its international partners – that it was not providing support to either of the warring sides in Sudan and emphasized its steadfast commitment to supporting international law and ensuring accountability for the atrocities committed by both sides.

These lies were repeatedly circulated over the past period in futile attempts to divert the international community’s attention from the violence being committed on the ground by the warring parties, by creating secondary disputes, even reaching an aerial assault by the Sudanese armed forces on the UAE ambassador’s residence in Khartoum on September 29, a blatant violation of the fundamental principle of diplomatic immunity and international conventions.
After this crime was exposed, nearly 100 countries, along with several international organizations, issued separate statements strongly condemning the cowardly attack and expressing their solidarity with the UAE in the face of this brutal aggression. This act reaffirmed the UAE’s leading position in the international community and the trust placed in its diplomacy, which supports security and peace worldwide.

The UAE reiterated that such attempts would not deter them “from continuing their work with international and regional partners to find an urgent political solution that preserves Sudan and assists its people.”

Diplomatic Action
From the outset of the crisis in April 2023, the UAE quickly issued a statement expressing concern over the unfolding developments in Sudan, calling on all parties to calm down, exercise restraint, reduce escalation, and work to resolve the crisis through dialogue. This statement was followed by a series of ongoing démarches by UAE officials and diplomats, led by Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan, who held discussions with counterparts around the world on the situation in Sudan and ways to halt the escalation.
The UAE has provided strong support for every initiative and effort undertaken by brotherly and friendly countries to resolve the crisis.
Support for International Efforts
The UAE has participated in every international effort to resolve the crisis diplomatically and politically, culminating in the announcement of the creation of the ALPS platform (Alliance for the Protection of Life and Peace in Sudan), whose meetings began in Switzerland last August with active participation from the UAE. This group includes the UAE, Saudi Arabia, the United States, Egypt, Switzerland, the African Union, and the United Nations, and focuses on expanding emergency humanitarian access and upholding international humanitarian law.

Pioneering UAE Initiatives to Support and Relieve the Sudanese People
- Support for UN Organizations
Prior to the humanitarian initiative announced in Addis Ababa, the UAE committed during their participation in the International Humanitarian Conference on Sudan in Paris, April 17, to provide 100 million USD to support humanitarian efforts in Sudan and neighboring countries.
On June 17, they announced that 70 million USD of this amount would be allocated for Sudanese humanitarian aid through UN agencies, with 30 million USD directed to neighboring countries hosting refugees and displaced persons.
As part of their support for women affected by the Sudanese crisis, the UAE announced a donation of 10.25 million USD to the UN, to be allocated as follows: 3 million USD for the UN High Commissioner for Refugees (UNHCR) and the World Health Organization (WHO), 2 million USD for the Women, Peace, and Humanitarian Action Fund, 2 million USD for the United Nations Population Fund, and 250,000 USD for supporting gender-based response programs in Chad. -
