Adam Boehler, the U.S. president’s envoy, revealed the proposals he received from Hamas during his secret discussions with the movement’s leaders.
In an interview with the Israeli channel Kan, Boehler stated: “They proposed a full prisoner exchange (Israeli and Palestinian), along with a ceasefire lasting between five and ten years, during which Hamas would relinquish all its weapons. The United States, along with other countries, would help ensure there are no tunnels and that Hamas does not engage in politics or military activity in the future.”

The U.S. envoy added: “Some of Hamas’ demands are relatively reasonable and could be worked with.”
When asked about the chances of reaching a deal that would bring back Israeli hostages, he responded: “If I were to be optimistic, I’d say within weeks.”
Boehler also revealed that “progress has been made in the negotiations and that the goal is to bring back all the hostages.”

In another interview with the Israeli Channel 14, Boehler was asked whether Israel was aware of his discussions with Hamas. He replied: “Well, I can’t speak to everyone individually, but we have certain channels that we use, and these meetings have been described before.”
Regarding Israel’s demand that Hamas not govern Gaza after the war, he stated: “I think I’ve been clear, and I believe there is a very good path forward. In fact, I strongly believe that Hamas fully understands that it has no political future after the war in Gaza.”

He added: “So, among the points I’ve mentioned, the fundamental ones are as follows: if there is an agreement or a ceasefire, this long-term truce must guarantee Israel’s security and include disarmament. Hamas cannot have a political future in Gaza. Lastly, Gaza will need reconstruction. We will not leave it in chaos—nobody wants that.”
He continued: “These are critical factors for success, but most importantly, it’s about disarmament. We cannot allow the existence of new tunnels that require monitoring and elimination. We will not wait for another event like October 7 to happen again—it is simply not an option.”

When asked how he reconciles the conflicting positions of Hamas and Israel, Boehler explained: “There are elements where common ground can be found. As I said, the top priority is the release of all hostages. They need to return home now. We’ve been very clear on this.”
He added: “Then, we must consider a long-term truce—perhaps five to ten years—where weapons are put down. It must be very clear that there will be no political movement for Hamas after this war. These are possibilities, and there is probably enough substance to reach an agreement.”
