What Does Trump’s New Plan to End the Gaza War Include?


As the war in Gaza continues, new proposals and initiatives are surfacing, offering potential pathways toward a future agreement, though their exact outlines remain undisclosed.

The latest of these initiatives came from the United States, presented to Arab leaders during a meeting hosted Tuesday by U.S. President Donald Trump on the sidelines of the United Nations General Assembly in New York.

A 21-Point Plan

According to CNN, the Trump administration introduced a 21-point peace plan aimed at ending the Gaza war. The proposal prompted an exchange of ideas with Arab leaders on how to shape a final framework that could help resolve the conflict.

On Wednesday, U.S. Special Envoy Steve Witkoff voiced confidence in achieving a “breakthrough” soon, though he refrained from sharing specifics. Speaking at the Concordia Summit in New York, he described the meeting between Trump and Arab leaders as “a highly productive session.”

“We presented what we call the Trump Middle East Peace Plan, a 21-point plan for Gaza,” Witkoff said. “I believe it addresses Israel’s concerns as well as those of all regional neighbors. We are optimistic, even confident, that in the coming days we will be able to announce meaningful progress.”

Main Elements of the Plan

Some of the plan’s points have been publicly disclosed, CNN reported. They include the release of all hostages, a permanent ceasefire, and a governance framework for Gaza without Hamas. The proposal also calls for a gradual Israeli withdrawal from the territory.

Arab leaders welcomed much of the plan but suggested key additions, according to regional diplomats.

A source explained that these additions include:

  • preventing Israel from annexing the West Bank, 
  • maintaining the status quo in Jerusalem, 
  • ending the war in Gaza and ensuring the release of all hostages held by Hamas, 
  • increasing humanitarian aid to Gaza, 
  • and addressing the issue of illegal Israeli settlements. 

Timing and Context

This momentum follows a recent Israeli strike on Hamas in Doha earlier this month, which halted ongoing indirect talks between the group and Israel.

During a subsequent visit to the region, U.S. Secretary of State Marco Rubio stressed the urgency of reaching a negotiated settlement, warning that “time is running out” to achieve an agreement.

Talks continued on Wednesday between Arab leaders and Rubio. At the start of the meeting, he emphasized that “crucial work is underway, even as we speak, concerning the future of Gaza and the Palestinian people.”

European Reactions

The general outline of the plan has also been shared with European governments. Two European diplomats told CNN they viewed the initiative as a genuine renewed effort to end the conflict.

One of them added that the comprehensive plan could prevent Israel from annexing further areas of the West Bank.
