“The Brotherhood” elects Mahmoud Al-Abyari as Secretary-General of the International Organization


The Muslim Brotherhood terrorist group elected Mahmoud Al-Abyari as secretary-general of the international organization, succeeding the late Ibrahim Munir.

Before his death at the end of last year, Mounir combined the positions of secretary-general of the international organization and acting leader of the Muslim Brotherhood.

Who is Al-Abyari ?

Al-Abyari was a deputy to Ibrahim Munir, and served as a member of the Supreme Committee of the Brotherhood until his election as Secretary-General of the International Organization, in addition to being a member of the Shura Council of the Brotherhood in Europe.

The terrorist group made a comparison between him and the leader of the international organization, Hammam Saeed, to take over the secretariat of the organization, but Al-Abyari won the position due to his previous work in this file with Ibrahim Munir.

International Organization Structure

The international organization’s structure consists of two sections, International Guidance, with 16 members, half of whom are Egyptians imprisoned on criminal charges, and an international Shura Council, with 30 members, half of whom are Egyptians, including Mahmoud Hussein.

With the arrest of most of the organization’s leaders in Egypt, Ibrahim Munir continued to serve as the representative of Egypt and the leader of the Global Guidance Office. A number of Egyptian members of the Brotherhood’s Shura Council, including Mohammed Al-Buhairi and Helmi Al-Jazzar, have stepped up to be members of the International Guidance Committee.

The international organization’s arms only recognize the Ibrahim Munir Front, regard it as “legitimate” and demand that Mahmoud Hussein’s Front join it.

After Munir’s death, Mahmoud Hussein applied to the International Guidance Office for accreditation as acting guide and commander of the international organization in his capacity as a member of the remaining Egyptian Guidance Office. The international organization refused, and blessed the selection of the London Front Salah Abdel Haq as chargé d’affaires.

“Since summer 2020, the group has split into two main fronts, one with Mahmoud Hussein as acting leader of the Brotherhood’s supreme guide, the other in London, led by Salah Abdel Haq as acting leader, and the latter moved to Turkey after the death of its former leader, Ibrahim Mounir.”

Each front has its own higher administrative body, which replaces the Guidance Office and performs its functions. It has a general shura council and an association affiliated with it responsible for raising contributions and funds, and has offices in different countries.

Each front conducted sham elections to administrative structures, which resulted in Mounir’s front assuming the position of acting leader, Salah Abdel-Haq.

The Abdul Haq front’s administrative committee consists of 13 individuals, the most prominent of whom are Hilmi al-Jazzar, Mohammed al-Buhairi, Mohieddin al-Zayt, and Suhaib Abdul Maqsoud.

The Salahuddin Front’s General Shura Council consists of 13 individuals who were selected in the group’s last shura elections in 2009, and 27 others who were removed from offices outside Egypt to fill the vacancy with 40 people.

The association that follows Abul Haq is run by al-Saadani Ahmed, who is in charge of raising the group’s funds, or the so-called Tanzim wallet.

The Mahmoud Hussein Front is represented by the latter as acting leader of the Brotherhood’s supreme guide, with an administrative body of about nine people and a Shura Council that includes five members of the Shura Council elected in 2009, as well as more than 30 people inside Egypt.

The organization’s wallet is represented on this front by Mohammed al-Desouki, one of Mahmoud Hussein’s most important leaders and a source of trust.

Divided organizational structures that translate intra-IS suffering have been aggravated by the struggle for power and money between the rival fronts.
