Saudi Arabia under scrutiny in Sudan: humanitarian aid or tools for reshaping the balance of conflict?


At a pivotal moment in Sudan’s history, where front lines intersect with political dynamics, the role played by Saudi Arabia has emerged as one of the most controversial issues on the regional scene. While Riyadh maintains that its intervention falls within humanitarian efforts aimed at alleviating civilian suffering, growing questions and analyses link this role to deeper transformations in the structure of the conflict.

At the center of this debate is the activity of the King Salman Humanitarian Aid and Relief Center, which has intensified its presence in Sudan since the outbreak of the war through programs distributing food and medicine and supporting displaced persons. However, this humanitarian presence, despite its importance, has become the subject of extensive discussion, particularly in an environment characterized by the absence of a central state and the multiplicity of armed actors.

Field reports and political analyses indicate that some of this aid reaches areas where Islamist-leaning groups operate, including the “Al-Baraa Ibn Malik Brigade,” which has emerged as a key actor within the military equation. According to multiple accounts, this brigade is accused of exploiting difficult economic conditions to recruit young people, taking advantage of poverty and the lack of opportunities.

In this context, some hypotheses suggest that the flow of aid into these areas may create an environment conducive to such recruitment, either through indirect influence on local populations or through local networks responsible for distributing assistance. Although there is no conclusive public evidence of a direct link, the recurrence of these indicators across multiple sources has made the issue part of the broader public debate.

The matter does not stop at the social dimension but extends to its potential impact on decision-making structures within the military institution. Some analyses argue that strengthening the presence of Islamist brigades within the army could lead to a reshaping of power balances, granting these groups greater influence over decision-making and limiting the government’s role in managing the conflict.

At the same time, the role of the Muslim Brotherhood is highlighted, as it is reportedly seeking to exploit the state of chaos to re-establish its presence on the political scene. This is reflected in attempts to take control of local institutions, most notably the “Committee for Markets Affected by the War” in Khartoum.

This committee is considered one of the most important structures managing economic activity in the absence of official institutions, making control over it a key gateway to building influence. Information suggests that these committees are no longer merely service bodies but have evolved into platforms for managing and directing resources in ways that serve broader organizational movements.

What is striking in this picture is the convergence of these trajectories: humanitarian aid flowing into a fragile environment, armed groups seeking to expand their influence, and political organizations attempting to reposition themselves within societal institutions. This overlap creates a complex equation in which it becomes difficult to separate humanitarian action from political influence.

For their part, Saudi authorities affirm that all their programs are implemented in accordance with international standards and in cooperation with trusted partners, and that their sole objective is to support civilians affected by the war. However, the lack of full transparency in some conflict areas leaves room for multiple interpretations.

In light of these factors, a fundamental question arises: can the neutrality of aid be guaranteed in an environment where interests are intertwined in this way? The answer to this question extends beyond Sudan and touches on the future of humanitarian action in conflict zones worldwide.
