Revelations of Intrigues Within the Brotherhood… Leaked Document Details Brotherhood’s Plan to End Division


Media outlets have circulated leaked documents detailing a plan by the Muslim Brotherhood (London Front) aimed at eliminating the Istanbul Front, shedding light on the scale of intrigue within the organization, listed as a terrorist group, along with its internal disagreements and defections.

The leaked plan, titled “New Stage,” includes a series of steps and proposed measures to regain control of the organization.

This plan reveals a fraction of the internal strife within the Muslim Brotherhood, with some of its leaders resorting to forgery and deception to advance personal and organizational interests.

According to leadership sources within the Brotherhood, the “New Stage” plan confirms that the organization had previously, before the division, “used the tactic of moral assassination against its opponents and enemies, spreading rumors and fake news on several occasions for this purpose. However, the Brotherhood leaders did not hesitate to use the same weapon against each other to settle organizational conflicts.”

The document, written in late 2020, begins by discussing the historical leadership and its grip on the Muslim Brotherhood, referring to what is known as the “polar organizational group” or “Generation 65,” which has controlled the Brotherhood for years, and efforts to oust them from leadership.

The document proposes a set of executive measures, including the formation of a task force around Ibrahim Munir, and the establishment of an assistance committee for him to manage the organization’s work internally and externally, assuming the responsibilities of the guidance office, with a priority to end the Brotherhood‘s division.

It also advocates for deepening the leadership crisis to include the Brotherhood‘s leaders in Egypt and the management of the Egyptian Brotherhood League abroad, all of whom are affiliated with Mahmoud Hussein.

Ibrahim Munir sought in 2021 to seize the files managed by the Egyptian Brotherhood League abroad from the league’s leadership, especially the financial file, and transfer them to the responsibility of the higher administrative council he established.

The document titled “New Stage” encourages the use of media to manage the Brotherhood by leaking its decisions before their official announcement, and to mobilize electronic committees on social media to promote those decisions to gain support from the Brotherhood‘s base.

It calls for focusing efforts on a previous message from the Brotherhood‘s guide, Mohammed Badie, sent from his prison, asking historical leaders of the Brotherhood to consult (3) Brotherhood leaders in any contentious issue, including Helmy al-Gazzar.

The document also mentions the “deputy assistant,” the prominent Brotherhood leader and member of the general Shura Council Mohiedin El Zait, describing him as the black box, holding many files and international contacts, recommending to rely on him for the success of the plan.

It categorizes members of the Brotherhood‘s general Shura Council into four psychological categories: the team of listening and obedience, the team of individualism who see it necessary to remove Mahmoud Hussein from the Brotherhood‘s leadership, the ego team aspiring to lead the Brotherhood, the accommodations team fearing the schism within the Brotherhood, and the opportunists seeking to serve their own interests.

The document recommends relying on a group of members of the general office, including the youth who left the Brotherhood since the crisis of Mohammed Kamal, the members whose membership was suspended for financial or moral reasons, and the dissenters from the Brotherhood’s leadership to eliminate the control of “Generation 65” and the spearhead of the war in Turkey.

The document considers that the spearhead and the beginning of real change will come from the Brotherhood‘s office in Turkey, therefore deeming it necessary to push for Brotherhood elections in Turkey.

Disputes between the London and Istanbul fronts erupted after the arrest of the acting former Brotherhood guide Mahmoud Ezzat in August 2020.

These disagreements surfaced in mid-2021 and led to a structural division between the London and Istanbul fronts, each now having an acting guide, an interim executive body tasked with temporary leadership, and a general Shura council supposed to play the legislative and oversight role for the Muslim Brotherhood.
