Following the Patriot Authorization, Technical Details and Timing Remain Ukraine’s Main Concerns


Producing Patriot missiles in Ukraine will require not only agreements on technical aspects but also a considerable amount of time, a factor that may not meet Kyiv’s urgent defense needs.

Ukrainian President Volodymyr Zelensky confirmed that agreements on the “technical aspects” must still be finalized before Ukraine can begin manufacturing missiles for the Patriot air defense system.

Zelensky made the remarks following his meeting with US President Donald Trump on the sidelines of the North Atlantic Treaty Organization (NATO) Summit held on Thursday in the Turkish capital, Ankara.

On Wednesday, speaking to reporters alongside Zelensky, President Trump announced that he would authorize Kyiv to manufacture missiles for the Patriot systems, which are considered essential for intercepting Russian ballistic missiles targeting Ukraine.

In an audio message responding to journalists’ questions, Zelensky stated: “Following our agreement with President Trump, our teams, our diplomats, and our Ministries of Foreign Affairs and Defense must now finalize all the remaining technical details.”

He described his meeting with Trump as “constructive,” despite the fact that relations between the two leaders had remained strained for an extended period.

Time: The Key to Effectiveness

President Trump did not specify either the conditions or the timeline for granting a license to manufacture PAC-3 missiles for the Patriot air defense system. It also remains uncertain whether Ukraine possesses the industrial capacity to produce these highly sophisticated and expensive missiles in the near future.

On Thursday, Zelensky stated that he hopes to acquire this capability “as quickly as possible” and begin production inside Ukraine.

However, manufacturing these missiles on Ukrainian territory is expected to take several years and will not address Kyiv’s immediate defense requirements, particularly amid the ongoing war with Iran.

According to the US-based Foreign Policy Research Institute (FPRI), manufacturing a single PAC-3 MSE missile requires approximately 24 months, while producing its propulsion motor takes around 30 months.
