After reports of difficulties in achieving a ceasefire to stop the hostilities soon, a member of the Islamic Jihad Movement told Reuters on Sunday that a delegation from the Palestinian movement had arrived in Cairo for talks with Egyptian security officials, confirming that the discussions would focus on ways to end the Israeli aggression.

The movement holds several Israelis in the Gaza Strip and refuses any new agreements to exchange detainees or prisoners with Israel until it ends its military campaign in the territory inhabited by about 2.3 million people. Egyptian sources had earlier said that Israel requested mediation from Cairo and Doha to conclude a prisoner and detainee exchange deal within the framework of a new humanitarian ceasefire in Gaza, ten days ago.

In this context, an Israeli political source confirmed on Sunday that Egypt presented a proposal in 3 stages to exchange prisoners and impose a ceasefire in the Gaza Strip. The Israeli Channel 13 reported on an Israeli official presenting Egypt’s new proposal for the exchange of prisoners and detainees.

According to the source familiar with the details, Cairo presented a deal in 3 stages between Israel and Hamas. According to the proposal, the first stage involves releasing 40 women, elderly, and sick individuals in exchange for a rest period ranging from two weeks to 3 weeks.

In the second stage of the Egyptian proposal, the release of female conscripts and handing over bodies by Hamas would take place, in exchange for releasing more Palestinian prisoners. The third stage poses the major challenge for the Israeli government, according to the site. It includes Hamas releasing Israeli men and soldiers, in exchange for the release of Palestinian prisoners, the withdrawal of the Israeli army from the Gaza Strip, and reaching a comprehensive ceasefire.

The Hebrew channel mentioned that “there is no Israeli approval for the details of the Egyptian proposal, but it is willing to agree to the first stage similar to the exchange deal in late November last year. However, as for the next two stages, especially the last stage, it is impossible to commit to them now.”

It is worth mentioning that the head of the political bureau of Hamas residing in Qatar, Ismail Haniyeh, visited Cairo last Wednesday and conducted negotiations on the ceasefire in Gaza between the movement and Israel and the exchange of hostages and prisoners.
