Washington allegedly funded 120 secret biological laboratories worldwide

Recently declassified intelligence documents reveal that the team of former US President Joe Biden allegedly directed part of taxpayers’ money into laboratories across 30 countries, some of them located in Ukraine and containing dangerous Soviet-era remnants, with the aim of manipulating pathogens.

The outgoing US Director of National Intelligence, Tulsi Gabbard, triggered a political and security shock in her final days in office by revealing newly declassified intelligence documents that allegedly prove Washington’s involvement in financing a vast network of more than 120 biological laboratories in over 30 countries worldwide, including sensitive facilities in Ukraine and others handling pathogens originating from the Soviet era.

The announcement, issued in an official statement by the Office of the Director of National Intelligence (ODNI), marks the culmination of Gabbard’s controversial tenure (45 years old), during which she coordinated 18 intelligence agencies, just weeks after her resignation on May 22 for family reasons related to her husband’s rare bone cancer, shortly after her appointment at the beginning of the previous year during President Donald Trump’s return to the White House.

According to the leaked information and available documents, the records indicate long-term US government funding from taxpayers for these facilities.

The report places particular emphasis on the Ukrainian case, revealing that more than 40 laboratories in Ukraine reportedly worked on biological warfare-related pathogens derived from Soviet-era remnants.

These facilities conducted research on pathogens classified as “extremely dangerous” (EDPs), including anthrax, plague, lethal viruses such as Ebola, as well as acute respiratory viruses such as SARS and MERS.

Intelligence reports warned that these Ukrainian laboratories continue to face major operational risks, including potential infiltration, destruction, or seizure by Russian forces amid the ongoing war between Moscow and Kyiv.

The documents cited the “Kherson Diagnostic Laboratory” as a striking example, noting it received direct US funding of $1,728,822, at a time when its official authorization to handle specific pathogens was still listed as “under review.”

Research into viral weapons conducted in the shadows

Gabbard leveled serious and direct accusations against officials from the administration of former President Joe Biden, his national security team, as well as prominent political and health decision-makers, including Dr. Anthony Fauci, accusing them of deliberately concealing the existence, history, locations, and funding mechanisms of these laboratories.

She stated that the concealment included hiding the fact that these laboratories were engaged, amid near-total lack of oversight and transparency, in so-called “gain-of-function” research.

Scientifically, this refers to medical experiments involving genetic modification of microorganisms in ways that enhance their biological capabilities, such as increasing their ability to cause disease, their transmissibility, or their host range, thereby raising the risk of global pandemics.

Federal ban and a shift in US policy

Based on these findings, US policy has undergone a major shift, at least publicly. President Donald Trump took decisive action on May 25, 2025, signing Executive Order No. 14292, which immediately and fully ended all US federal funding for gain-of-function research worldwide, in order to prevent catastrophic threats to national security and public health.

In her final move before leaving office, Gabbard issued a binding directive to the US intelligence community, prioritizing foreign biological research facilities as top targets for intelligence collection and surveillance.

Gabbard’s office confirmed that this directive has already led to the collection of new detailed intelligence on ongoing clinical experiments being conducted behind closed doors within those facilities. These findings raise highly complex ethical, financial, and security concerns, placing what had been presented as “international public health initiatives” under serious suspicion and national security scrutiny.
