Saudi Arabia, the United Arab Emirates, the United States and the United Kingdom issued a quartet statement announcing the need for the return of the transitional civil government and ending the state of emergency in the country. The four countries said in the statement: We encourage the release of all those who were detained during the recent events and the end of the state of emergency imposed on the country… We emphasize that there is no place for violence in Sudan, and therefore we encourage constructive dialog between all parties and urge that the safety and security of the Sudanese people be considered as the highest priority.

According to the sources, the Qatari dissatisfaction came after the joint statements of the four countries (the United States, Britain, Saudi Arabia, and the United Arab Emirates) regarding the developments in the Sudan, wondering to ignore what is happening despite the great partnership that Qatar has with the United States.
