According to the report, this cooperation was formalized with the signing of the BRUSA Agreement in 1943, which laid the foundations of the intelligence partnership, before officially becoming the UKUSA Agreement in 1946, expanding cooperation into peacetime.
The Cold War: unifying efforts against the Eastern bloc
With the onset of the Cold War, the Five Eyes alliance became a strategic tool in confronting the Union soviétique and its allies, as member states intensified interception and espionage operations to monitor the military and political movements of the Eastern bloc.
Cooperation extended beyond intelligence gathering to joint analysis and coordination of intelligence operations, including the uncovering of espionage networks within Western countries themselves.
One of the most prominent cases was that of the Cambridge Five, who managed to infiltrate British institutions and leak sensitive information to Moscow before being exposed with the assistance of U.S. intelligence services.
The alliance also played a significant role in regional conflicts that served as indirect battlegrounds between the two superpowers, such as the Vietnam War, where member states exchanged information on communist forces’ movements and supply lines, supporting U.S. and allied military operations.

In the modern era, controversy resurfaced with the disclosure of mass surveillance programs following the September 11 attacks, when data collection was expanded under the banner of counterterrorism.
The 2013 disclosures by Edward Snowden exposed the scale of these programs and the role of Five Eyes countries in extensive data sharing, sparking global criticism over privacy violations.
The future of the alliance
Amid rapid transformations in the international order, the Five Eyes alliance faces new challenges related to the nature of security threats, particularly with the rise of competing global powers and the increasing reliance on cyberspace as a primary arena of conflict.
In this context, calls have emerged to expand the alliance to include other countries such as Japon, which seeks to strengthen its intelligence cooperation with the West, although its full membership remains under discussion.
