Observers have described these statements as a desperate effort to muddle the situation and spread chaos across the country.

Through his media platform, Al-Tanasuh TV, Al-Ghariani praised the recent terrorist attack that targeted border points in southern Libya, notably the Al-Toumi crossing and the Bou Gharara Valley, referring to the assailant groups as “youth” and inciting other residents to join them.
Al-Ghariani did not stop at rhetorical incitement. He also called on the Government of National Unity, which is aligned with him, to provide direct financial and military support to these terrorist groups, whose aim is to undermine security control and facilitate the activities of smuggling networks and mercenaries.

Al-Ghariani’s recent actions reflect a strategy based on inflaming internal conflict whenever Libya approaches a stage of stability or a political settlement. Analysts argue that through such fatwas, he seeks to obstruct the democratic process by preventing elections through armed intimidation, while granting extremist groups a false sense of “legitimacy” to continue their criminal activities in exchange for safeguarding his position within Dar al-Ifta. This also serves his objective of remaining a key player by perpetuating a state of “statelessness” and security fragmentation.
It is worth noting that Libya’s House of Representatives dismissed Al-Ghariani in 2014. Nevertheless, he continues to play a destabilizing role with the backing of de facto forces in Tripoli. His positions continue to confirm his role as an “instrument of discord,” placing the interests of his group above those of the nation and threatening to turn southern Libya into an open battlefield serving the agendas of terrorism and cross-border smuggling.
